Instagram recently announced an update to its Notes feature. Accordingly, users will now be able to leave notes on both Reels and feed posts. 

Instagram is working on a more fun and intimate way to interact with friends, and the new feature allows users to leave notes on Reels videos and feed posts.

Notes remain visible for three days and are then automatically deleted. Instagram also restricts the use of the feature somewhat by only allowing users who follow each other to leave a note.
